eGIRO
SACH operates the eGIRO service to clear Interbank
GIRO transactions. eGIRO caters to bulk low-value
payments made by the consumers or businesses. It
enables regular authorized payments to be made based
on a one-time instruction initiated by the paying
party, capped to a pre-agreed amount. This saves the
need to regularly initiate payment requests or
handle payments in cash.
eGIRO utilizes Internet and web-based technologies,
including a Public Key Infrastructure (PKI) and
Virtual Private Network (VPN) to process payments
electronically and securely between the banks, their
branches and SACH.
Singapore Dollar Clearing and Foreign Currency
Clearing
SACH clears Singapore dollar cheques and US dollar
denominated cheques deposited by consumers or
businesses with the banks or financial institutions
in Singapore.
This clearing service is provided via a
state-of-the-art Cheque Truncation System (CTS). CTS
is the world's first nation-wide system of its kind.
Leveraging on the PKI and VPN infrastructure that
BCS has established, the CTS performs clearing and
settlement of cheques and related items in a secured
environment.
As part of the CTS, a National Image Archive (NIA)
for cheques has been established. Singapore is the
first in the world to have a centralised archive of
all cheques cleared by the industry nation-wide. The
NIA, with digitized images of the cheques, provides
the industry with a centralized database of cheque
clearing information, which the banks will be able
to tap for useful research and explore opportunities
to enhance their service offering to their
customers.
Other articles cleared via CTS include cashier
orders, drawing vouchers, dividend warrants, demand
drafts, remittance receipts, travellers' cheques and
gift cheques. CTS will also clear or enable exchange
of other instruments that the authorities designate
to be provided to the banking community.
Other services that SACH provides include provision
of CD-ROMs containing articles that the banks
require to be archived into CD-ROMs and provision of
clearing figures in reports to the banks.
SACH also operates a Registration Authority to issue
digital certificates to the participating banks for
web-based applications as part of the secured
payments infrastructure.
BCS Public Key Infrastructure (PKI) comprises a
Certificate Authority which issues digital
certificates to subscribers. The PKI infrastructure
supports services through authentication, access
control, confidentiality and non-repudiation using
digital signatures and encryption. Two of the SACH
services that are using the PKI infrastructure are
the eGIRO and Cheque Truncation System (CTS).
The BCS CA can also support other web-based business
applications to facilitate secure communications and
transactions and access to information.
